Create a GIF animation image for free

I need to create a banner ad for Stork’s advanced feature (NIH grant database English/Chinese bilingual version). I wish the ad has two images showing one after the other, and repeat every 3 seconds. In the end, the image is like this:

So how to do it? First, I created two static images of size 300×300 pixels. Then I used the free tool at GIF Maker https://gifmaker.me/ to combine them into one GIF file. The tool allows you to adjust the duration of each image (in my case it is 3 seconds).
